Weber County Commission approves three library café leases; Pleasant Valley contract to be added next week

Weber County commissioners on Oct. 14 approved three five-year lease agreements with local vendors to operate cafés inside county library branches and authorized staff to proceed with the leases.
The contracts, ratified by the commission, name Riley Restaurant Group to operate at the Main Library, Angelica's Market at the North Branch Library and Mountain Brew Coffee at the Southwest Branch Library. Each agreement includes two five-year renewal options, rent indexed to the Consumer Price Index and a revenue-share clause if a vendor’s sales reach specified thresholds. The county and library staff said vendors are local small-business operators; the target opening date is Nov. 15, 2025.
County library staff framed the cafés as part of a broader effort to expand libraries as community “third places.” "A cafe in the library doesn't serve coffee, it serves conversation, comfort, and community," said Linda, a library staff member who presented the agreements and described the selection process, which included public notices, interviews and site visits.
Linda told commissioners the contracts were recommended unanimously by the Weber County Library Board. She said the county issued a request for proposals and evaluated applicants on menu, operations and rent; the county prioritized local entrepreneurs rather than national franchises.
Commissioner Jim Harvey moved to approve the three contracts as presented; another commissioner seconded. The motion carried without roll-call vote; commissioners voiced their approval and the chair declared the motion carried.
County staff noted an administrative omission: the Pleasant Valley café arrangement will be added to next week’s consent agenda to ensure the county’s records name all affected locations. County legal and procurement staff recommended the administrative addition to create a clear paper trail; presenters said no additional appearance before the commission would be necessary.
The county said each lease contains standard facility and insurance requirements and that rent increases will follow the CPI. Presenters said a portion of vendor revenue will be shared with the library system when vendors exceed performance thresholds, and that the library system will continue to manage programming and public use of the spaces.
Commissioners praised the selection as supporting small business and expanding library services. The commission adjourned following the action.
