Superintendent: Duval site 67% complete; state places two Lincoln County schools on CSI list

Superintendent Davis reported on Oct. 7 that the Duval PK–8 school construction project is about 67% complete and remains on schedule for a Nov. 14, 2026, completion.
"They're gonna start putting windows in where the administrative offices are," Davis said, describing recent work on interior walls and metal studs. He said the district has not encountered contractor issues that would add costs, though it requested upgraded cameras. "Everything's still on schedule. 11/14/2026 is the completion date," he said.
Davis also said the West Virginia Department of Education released its list of comprehensive support and improvement (CSI) schools and that two Lincoln County schools—Duval PK–8 and Skye Valley Middle—are on the CSI list. He said five additional Lincoln County schools qualified for "additional target support," largely under the special education subgroup, and that Lincoln County High School also qualified under a second subgroup for low socioeconomic status.
Davis framed the state designation as both a challenge and an opportunity: the department will provide support, and the central office will be expected to help implement changes. Board members asked that staff brief the board on details brought back from state meetings so trustees can follow the required steps and assist with school-level implementation.
