Frankie Crawford of Crawford & Associates presented the City of Guymon’s 2024 audited financial statements to the council and said the audit produced a clean opinion and no findings in the internal control and compliance letter.
Crawford described the full audit as a 108-page document produced by city staff and the auditors, and offered a shorter summary report that converts key ratios into a single 0–10 score. Guymon scored an 8.0 on the auditor’s scale, which Crawford described as “very good.” He said the score reflects the city’s financial management, noting a recent return to more normal sales-tax growth after the COVID-era increases.
Crawford said the audit found no material misstatements, no material weaknesses, no significant deficiencies, and no instances of noncompliance in the internal control and compliance review. He explained the 0–10 gauge is constructed from roughly 17–18 financial ratios and that most of Guymon’s ratios are in the green (healthy) range, with a few cautionary (yellow) indicators and one or two in red.
Crawford also said the city’s performance component improved this year (scoring a 9) while the overall position (health) score fell slightly compared with prior COVID-era highs; sustainability/capability remained stable. He noted one measure (local sales tax rate) is due to be recalibrated in future presentations because the model was created about 25 years ago and a 4% local sales tax now compares differently than it did at model inception.
