Laurence Micas, who identified his address as 901 Eighth Street, said repeated plow passes after residents shovel leave “ice bricks, ice boulders” on sidewalks and alleys and that he sometimes must shovel three times in a short span. He asked the council to re-examine the ordinance that places sidewalk-clearing responsibility on property owners and to consider adjustments to plow operations.
