Meeting roundup: Board approves Smith Farm mitigation bank, abandons portion of West Franklin Drive and makes three appointments

At its Oct. 21 meeting the Franklin County Board of Supervisors voted on several formal items: approval of the Smith Farm mitigation agreement (see separate article), adoption of a road-abandonment resolution for a portion of West Franklin Drive, certification following a closed session and three board appointments.

- Abandonment of part of West Franklin Drive (Route 1058): the board approved a resolution to abandon approximately 0.22 miles of Route 1058 so that Friends of Ferrum (Friends of Ferrum Park Incorporated) would assume maintenance of the abandoned portion. The board's motion was seconded and a roll-call recorded yes votes from Jamieson, Mitchell, Carter, Smith, Quinn and Tatum; Chairman Thompson absent. Outcome: approved. Staff said VDOT will continue to maintain a short segment and that Friends of Ferrum must construct a turnaround at the end of state maintenance and record a road-maintenance agreement in the clerk's office.
- Closed-session certification: following a closed session under multiple Code of Virginia exceptions, the board certified that only matters properly exempted were discussed. Motion and second were recorded and a roll-call vote returned yes votes from supervisors present; Chairman Thompson absent.
- Appointments: The board filled three local seats by voice vote: Ed Saunders and Greg James to seats on the Recreation Advisory Commission and Kristen Roberts to an unexpired term on the Department of Social Services board (Gills Creek District). The motions carried by voice vote.
Consent agenda and agenda amendment - The board approved the consent agenda by roll-call and amended the agenda to move the CSA presentation into today's session and cancel the Thursday meeting; voice votes and roll calls are in the meeting minutes.
Ending: Board members said staff will follow up on required recording of the maintenance agreement for West Franklin Drive, and VDOT will coordinate on the required turnaround and end-of-state-maintenance marking.
