The Morton Board of Trustees approved Resolution 19-26, authorizing an agreement with the Greater Peoria Economic Development Council (GPEDC) to provide technical assistance in administering a Community Development Block Grant (CDBG) tied to a renovation project for Crane Equipment Service of Illinois at 701 Flint Avenue.
Under the agreement GPEDC will act as the village’s liaison with the Illinois Department of Commerce and Economic Opportunity (DCEO) and related state processes. The contract allows for payment to GPEDC of up to $27,000 from CDBG funds to cover their technical assistance; the village’s speaker said the village will not pay GPEDC until the state disburses grant funds to the village.
The public-works director said the village has received over half a million dollars that is currently in the village bank account but that staff is holding two checks worth up to half a million awaiting further direction from the state before disbursing to the contractor. He named Morton Construction Company as the general contractor for the renovation. Trustee questions focused on flow of funds and the mechanics of paying contractor invoices; staff said the village will pay only after receiving the state funds and that GPEDC, state staff and village staff are coordinating required paperwork.
Ending: Trustees approved the resolution and asked staff to continue coordinating with GPEDC and state departments to move the construction payments once federal/state disbursements are received.
