Alexander County commissioners approve budget amendment, consent agenda and enter closed session

At the Aug. 6 Alexander County Board of Commissioners meeting the board unanimously approved Budget Ordinance Amendment No. 8, adopted the consent agenda (which included several grants, contract authorizations and personnel policy updates) and voted to go into a closed session under General Statute 143-318.11(a)(3), (4) and (6).
The Alexander County Board of Commissioners unanimously approved several administrative items during its Aug. 6 meeting, including Budget Ordinance Amendment No. 8, the consent agenda and a motion to enter closed session under North Carolina law.
Deborah Bechtel, interim county manager, presented Budget Ordinance Amendment No. 8 and said portions of the funds were allocated to the sheriff’s office, the juvenile crime prevention council and elections. She emphasized that all monies in the amendment were grant funds and that the amendment would not use tax dollars. After a motion and second, the board voted unanimously to approve the amendment.
The board then approved the consent agenda, which included tax refunds totaling $1,488.67 and tax releases totaling $13,960.40; minutes from the regular Sept. 8, 2025 and special Sept. 23, 2025 meetings; several line-item transfers; a resolution authorizing the county attorney to initiate legal proceedings in code-violation cases; authorization for the chair to execute a Department of Commerce grant related to a planned urgent-care facility; authorization for the chair to execute a contract with Eichard Architecture for an addition to EMS Station 2; and a set of updated county personnel policies. Sylvia Turner and county staff reviewed the personnel policy updates before presentation.
Later in the meeting, County Attorney Ben Fockeberry asked for a motion to move into closed session pursuant to General Statute 143-318.11(a)(3), (4) and (6) "to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege," "to discuss matters relating to the location or expansion of industries or other businesses in the area," and "to consider qualifications or performance of public officers or employees." A motion to enter closed session carried unanimously; the attorney said he did not anticipate any action following the closed session.
All votes recorded at the meeting were unanimous where tallies were read as "all in favor" and the chair stated the motions carried.
