The Planning Commission on Oct. 7 approved a landscape plan for a proposed development, adding amendments that require front-row trees to be set 15 feet off the right-of-way and that the plant schedule be modified to substitute Pinus ponderosa for the proposed Pinus sabiniana.
One commissioner voiced concern about fire hazards and preferred that ponderosa pines be planted in front rather than other species. Commissioners discussed tailoring the landscape-maintenance agreement to specify invasive-plant control, irrigation and supplemental watering to ensure specimen survival.
A motion to approve the landscape plan with the amendments was made and seconded on the record. One commissioner objected to replacing the tree the applicant proposed; at roll call one commissioner recorded a nay. Staff announced the item was approved with the minor modifications and that the decision is subject to a 10-day appeal period.
Commission discussion also covered specific planting locations and that existing plants designated to remain would not be disturbed. Staff confirmed the landscape-maintenance agreement can be made more specific than a general survival standard and can identify species to be controlled.
The commission approved the amended plan and moved to the next agenda item. The formal approval is subject to the city’s appeal procedures and any interested party may file within the 10-day window.
