Resident seeks county support for state historical marker commemorating 9th Kentucky Cavalry at Eminence

Frank Charles, a Smithfield resident, asked the Henry County Fiscal Court to provide a letter of support for a Kentucky Historical Society application to install a state historical marker commemorating the Ninth Regiment Kentucky Cavalry at its muster camp near Eminence.
Charles told the court he has researched the regiment’s service, consulted state records and local historians, and identified the Old Henry County Fairgrounds near the IAA Auto Auction in Eminence as the camp location where the unit mustered in on Aug. 22, 1862, and returned in August–September 1863 to muster out. He said the state covers marker production and installation costs and that he is seeking local letters of support to include in his application to the state historical marker program.
"I humbly seek your support via sign letter to include in my application to the historical society historical markers section," Charles said.
Charles provided letters of support he had received from the president of the Henry County Historical Society (Olivia), the mayor of Eminence and the Henry County Chamber of Commerce, and said he planned to brief the Eminence city commissioners and the Oldham County Chamber of Commerce as well. He told the court he would submit the full application for the 2026 cycle; the historical society’s decision and possible installation, he said, would likely not occur until 2026–2027.
Court member Carl made a motion to provide a letter of support; Brad seconded the motion. The court voted in favor and the motion carried.
Why it matters: a state historical marker would memorialize local Civil War history at a publicly visible location in Eminence; the fiscal court's support letter is one piece of the applicant's state submission.
Court members asked Charles to email a draft of the support letter, and Charles said he would provide that to county staff for finalization.
