City manager reports progress on police training facility, IT building, Stewart Park and incoming Polish sister-city delegation

City of Tyler staff reported updates on several city construction and cultural-exchange items during the council meeting.
The city manager described ongoing work at the police training facility, including exterior wall preparation, roofing, electrical and HVAC installation. Renovations of a new Information Technology Department building on Locust Street are underway; the manager said the IT building is projected to be completed in April 2026 and will offload equipment from City Hall—s third floor.
On the Stewart Park project, staff said a forensic structural engineer found the existing stone and wooden home on the park site was not structurally sound enough to meet International Building Code and Americans with Disabilities Act requirements. Demolition has begun; staff said the city will salvage as much of the stone as practicable for reuse in the park design and will add a bronze plaque to commemorate the Stewart home and family.
The manager also announced an October 15 arrival of a six-person delegation from Tyler—s Polish sister city, described in the presentation as Helena/Helene Agora; staff provided a six-day itinerary including local government meetings, Rose Garden events, UT Tyler and educational and cultural tours. The delegation is scheduled to be dropped off at City Hall at 9 a.m. on Oct. 15; staff invited council members and employees to greet the visitors.
Staff noted National Night Out events across the city and thanked police personnel for organizing the community events. The council did not take vote-required actions on these project updates; items were presented for information and follow-up work.
