BERKELEY COUNTY, W.Va. — The Berkeley County Civil Service Commission on Oct. 15 closed discussion of whether family members receive a veteran's preference under the commission’s rules, but commissioners left outstanding questions about adding a numeric preference for disabled veterans.
Commissioners addressed item 20250039, which had been titled to include family members. After discussion of West Virginia statutory language and past rule drafting, a commissioner moved to close the item "as it relates to the family member." The motion was seconded and carried by voice vote.
Separately, commissioners and staff noted that the West Virginia Code includes language on a 10-point preference for compensable disabilities but that the county’s current rules do not contain a 10-point award. Commissioners discussed practical issues: a 100% disabled veteran likely could not perform a deputy’s duties, and awarding points must be reconciled with the commission’s passing-score rules. Staff said the commission currently requires documentation from the U.S. Department of Veterans Affairs or a military department to establish disabled-veteran status.
Commissioners agreed the point-preference question requires drafting specific language and a decision whether to add a numeric preference to county rules; they did not adopt such language on Oct. 15 and instead deferred that work for future meetings.
The commission also agreed to add a separate agenda item to examine disabled-veteran point preference mechanics and how documentation would be handled under current eligibility requirements.
