Councilmembers approved the minutes from the Aug. 27, 2025, meeting and the consent agenda by voice vote; both motions carried with no recorded opposition. The council then approved a resolution nominating Mark Watley to serve as the city—s representative on the Smith County Appraisal District board and directed that the city—s 76 allocated votes be cast for him.
Steve (staff member) explained the process to the council, saying the appraisal district board has nine members, five appointed by taxing units (including the city), three elected at large and the tax assessor-collector serving as the ex officio member. The staff presentation noted that each taxing unit—s number of votes is calculated from its share of the total tax levy and that the city of Tyler—s allocation is 76 votes. The council—s nomination is the first step; staff clarified that the final election of directors will occur at a December meeting when the slate of nominees from all taxing entities is presented and the formal votes are cast.
Councilmember Nichols moved to nominate Mark Watley and Councilmember Curtis seconded the motion. The motion passed on a voice vote; the council—s action at the meeting cast the city—s votes for Watley. No alternative nominees were placed on the record.
The meeting also accepted a ceremonial recognition from the American Planning Association, Texas Chapter, and heard presentations and staff reports; those items were informational and did not require votes beyond the consent agenda.
