Waterbury Board approves federal grant, security and nursing contracts; tables Rotella property division

The Waterbury Board of Education on Oct. 16 approved a two-year consolidated federal grant application for 2025–27, multiple service agreements for student nursing and teacher training, and a five-year alarm and intrusion-services contract. The board also approved the consent calendar of routine items and tabled a proposal to divide property occupied by Rotella Interdistrict Magnet School into two parcels to allow a smaller parcel to be used for a fire station.
Board members voted to approve the consolidated federal grant application for 2025–27. Commissioner Orssell moved the grant motion; discussion was brief and the motion carried without recorded opposition.
The board approved a services agreement with Math Concepts Inc. for math teacher training and approved construction contract RFP 8557 with Advanced Security Technologies Inc. for alarm and intrusion services for a five-year period.
The board approved several professional services agreements to provide individualized nursing services for students with complex medical needs. During discussion, district staff said the special-education office currently oversees these services. Miss Johns reported that 14 students receive assistance from licensed practical nurses and two students require registered-nurse care as specified by their individualized education programs. The board approved agreements with Nurses for Daycare LLC, Nurse Network LLC and AAA Nursing Care LLC. Board members earlier said the district had an existing contract with Equinox Healthcare (noted by staff as previously secured) and that the additional contracts resulted from a subsequent request for proposals to ensure continued nurse availability.
The consent calendar, approved by the board, included a memorandum of understanding with Milestone C LLC for a professional-learning partnership, the Board of Education's 2026 meeting schedule, amendments and service agreements with vendors including Vista Higher Learning (amendment), Comer Mayor Consulting LLC (amendment to Tier 1 instructional support), Apex Educational Solutions LLC (amendment for board-certified behavioral analyst services), acceptance of a Pre-K–8 school construction project as complete, and standard approvals for school-facility usage by school organizations and city departments.
Item 12 on the agenda asked the board to approve a proposal from the Waterbury Development Corporation to divide property currently occupied by Rotella Interdistrict Magnet School into two parcels — a larger parcel to remain with the school and a smaller parcel intended for a city fire station, subject to aldermen approval. Secretary Serrano O'Donough moved the proposal and a commissioner voiced support for the project but asked that the board "do our due diligence" to determine whether there were legal or practical obstacles to using the land for a fire station. On that basis a commissioner moved to table the item; the motion to table carried and the proposal will return to the board after additional review and any required aldermanic approval.
Most motions were approved by voice vote with the meeting record noting "motion carries." The board also convened and later returned from an executive session on security strategy; the public record reflected no votes were taken while in executive session.
