Office of Grants Management warns council federal changes are disrupting grants; nonprofits most at risk

The Montgomery County Office of Grants Management told the County Council on Oct. 14 that recent federal actions are creating daily uncertainty for grant programs, producing reimbursement delays and new reporting and certification requirements that will hit nonprofit grant recipients hardest.
Rafael Pumejo Murphy, director of the Office of Grants Management, said the changes trace to several national moves including HR 1 (the so‑called One Big Beautiful Bill Act) and an Aug. 7 executive order directing federal agencies to impose additional oversight on grantmaking. “We are seeing new challenges and new disruptions on literally a daily basis from the federal government that impact across our sectors,” Murphy said. He added that while the county has so far continued to receive reimbursements for work already completed, delays and added reporting requirements are increasing workload and cash‑flow risk for smaller organizations.
