Planning commission recommends approval for fourth dwelling in Green Prairie Township

The Morrison County Planning Commission on Sept. 30 voted to recommend that the County Board approve a conditional use permit allowing the Jeffrey and Michelle Wahlvogel Revocable Trust to add a fourth dwelling in a quarter–quarter in Green Prairie Township.
Amy, Land Services planner, said the request is “a conditional use permit request, to exceed the allowable dwelling density,” and cited ordinance sections that the commission uses to evaluate dwelling density limits and the conditional-use process. The parcel is a 13.71-acre tract the applicants purchased in 2023; the applicants later split two smaller parcels from that property, producing a net increase of two parcels within the same quarter–quarter. The applicants propose building a three-bedroom house on a remaining 10-acre parcel (parcel ID shown as 121873 in application materials).
The application is to exceed the three-dwelling-per-quarter–quarter density that staff identified for the area. Amy said a septic designer identified two locations on the proposed parcel where a type-1 septic system could be installed and that setbacks could be met. The property is zoned agricultural; surrounding land uses are rural residences, crop fields and forest.
Commission members asked about the parcel splits, soil testing, road frontage and utilities. Applicant Jeffrey Wahlvogel said he had met with the power company and that each new lot would have separate road approaches. Amy confirmed that two smaller lots created by the split currently have no building entitlement unless a conditional use permit is granted.
No members of the public spoke in opposition during the public-comment portion. After commissioners reviewed the required findings, they answered the five ordinance questions in the affirmative and took a roll-call recommendation vote. Marvin (Marv) made the motion to recommend approval and George seconded. The vote recorded in the meeting was Brent — aye; George — aye; Marvin — aye; Clint (chair) — aye; John — aye. The commission’s recommendation is sent to the Morrison County Board of Commissioners, which will consider the request at its Oct. 7 meeting.
The commission’s action was a recommendation only; final authority to grant or deny the conditional use permit rests with the County Board and any conditions it may attach.
