Commission approves reorganization of downtown development district regulations

Staff said the revisions move many dimensional, transparency and frontage standards into consolidated tables with new graphics and clarify application review steps. Staff also proposed eliminating the Consolidated Review Committee (CRC) in favor of an administrative review process; that change was discussed as part of the packet and noted as a development-community concern during stakeholder outreach.
Staff noted the downtown regulations were originally adopted by the city council in May 2014 after community input that included participation by form-based-code practitioners. The proposed edits preserve substantive standards while reorganizing the structure, providing clearer graphics and correcting ambiguities identified over the document’s 11 years of use.
Commissioner comments included thanks to staff for the work on the document. After a brief public-hearing period with no public comments, the commission voted to approve the amendments to Appendix A (sections 1–9) as presented.
