Pipestone County weighs buying replacement motor grader now to lock dealer pricing; board asks for repair-and-warranty history

Road maintenance staff briefed the board about a potential early purchase of a replacement motor grader (unit 24), saying ordering before dealers' year-end pricing changes could save an estimated 3–7 percent. Staff presented comparative quotes from John Deere and Caterpillar, different warranty options (engine-and-powertrain versus comprehensive), and dealer buyback (7-year) estimates. Staff reported unit 24 had about 8,090 hours and was delivered in 2018, and that trade-in offers shown in the quotes were $100,000 from Deere and $146,340 from Cat.

Commissioners and staff discussed the tradeoff between a lower purchase-and-trade price (John Deere) and potentially higher residual value with Cat plus more favorable warranty pricing. Staff noted an engine-and-powertrain warranty typically covers the major high-ticket items (transmission, engine) while a comprehensive warranty adds more coverage at substantially higher cost. Commissioners asked for historic repair-ticket totals by machine and whether warranty payments and service-call histories would justify the extra warranty expense.

No purchase motion was made. The board asked Highway Department staff to gather repair-history job tickets, warranty-payment records and more detailed cost comparisons (including service-call averages and buyback numbers for different replacement horizons) and to return at the next meeting with that material. Staff said lead times for ordered machines could be around eight months and that ordering before month-end might be required to secure the stated price discount.
