The presentation described the comprehensive plan as a substantial rewrite rather than a simple update and said the rewrite will be released in three parts for review. "We're not starting from scratch by any means, but we are gonna produce a comprehensive plan that looks quite a bit different from what we've had in the past," Elisa said. Staff will use workshops (for ideas and early feedback) followed by Planning Commission hearings and then City Council hearings, with ordinances taken through two readings at council.
