Council members on Oct. 21 discussed a staff proposal to streamline issuance of temporary 24-hour malt beverage and catering permits by delegating authority to the city clerk to process those permits without calling a special council meeting.
Staff presented a Carbon County resolution adopted in 2010 that authorizes the county clerk to issue certain temporary permits under state statutes and asked whether the city could adopt a similar resolution, with council keeping the authority to approve or deny full liquor licenses.
Council members generally supported the concept as a workload and cost-saving measure because special meetings require advertising and staff time. Several council members said the clerk should have clear checkboxes and procedural safeguards (for example, police chief sign-off or other required clearances) to avoid inconsistent or discretionary decisions.
Council consensus was to have the city attorney review the county resolution model and draft an ordinance or resolution and permit form that would define the clerk’s authority, required departmental checks (police, code compliance, taxes), fees and limits. No formal amendment or ordinance was adopted on Oct. 21; staff will return with legal advice and draft language.
