The Rawlins City Council on Oct. 21 approved awarding a bid for a 2025-or-newer Caterpillar 938 wheel loader to Wyoming Machinery Company of Casper for a final cost of $404,608.26 after a $15,500 trade-in allowance for the city's existing Caterpillar 928G.
Public Works staff told council the current loader in the landfill fleet is leaking oil and in poor mechanical condition; the landfill's DEQ permit requires two functioning loaders on site, staff said. The specification requested a machine with the landfill package and a seven-year service plan in the bid requirements.
Bids reviewed included one from Arnold Machinery and two options from Wyoming Machinery; staff said Wyoming Machinery's bid met the full specifications while other bids either lacked required service-plan components or listed those elements as optional add-ons. City staff explained the apparent price differences were due to some bidders not including the service plan or attachments in the base price; when the required attachments and service plan are added, the Wyoming Machinery total met the city’s specifications.
Council opened online voting and approved the bid award. Staff said delivery timing depends on production and seasonal scheduling.
