The Rawlins City Council on Oct. 21 voted to award the Edinburg Street reconstruction project to Kilgore Companies, LLC d/b/a Lewis & Lewis of Rock Springs, Wyoming, with a low bid of $7,903,100. The city also authorized construction-administration services from the design engineer, Western Water Consultants (WWC), not to exceed $640,000, bringing the total authorized project cost to $8,543,100.
Council members said the project, originally part of the city’s 6P projects, is a complete reconstruction of Edinburg Street from Dunfield to Murray and includes replacement of street pavements, sidewalks and associated utilities. City staff said the scope includes new stormwater collection, sanitary sewer and water main work.
WWC representatives were present to answer technical questions. Council discussion touched on stormwater treatment elements, landscaping/maintenance of planter strips, and long-term maintenance responsibilities; one council member voiced concern about groundwater collection and future maintenance of planted areas.
Council member Lumen moved to award the contract; online voting was opened and the motion passed with six yes votes. City staff said they expect to issue a notice to proceed shortly and begin work this winter if scheduling and weather allow.
