Council approves rezoning of 12 parcels from R-7.5 to C-2 on third reading

The Rawlins City Council on Oct. 21 approved on third reading an ordinance to change the zoning classification of 12 parcels bounded by Spruce Street to the north and the municipal boundary to the south (between Third Street and Nineteenth Street) from residential R-7.5 to commercial conditional C-2.
Council member Singer moved approval; the council waived reading of the full ordinance language because the item had been fully discussed at a prior meeting. Staff and the city’s engineering consultant reviewed the proposal at earlier meetings and recommended the change to support planned redevelopment in the area.
The zoning change was presented as a follow-up to prior hearings and the council record. No substantive new public comment was recorded during the Oct. 21 meeting. The council opened online voting and approved the ordinance on third reading. Staff said the ordinance reflects the zoning map changes reviewed at previous meetings and will be entered into the municipal zoning map following final processing.
The council did not identify additional conditions to the zoning change during the Oct. 21 vote; staff will complete mapping and notice requirements.
