Oshkosh council approves city property rules, speed limit change, BID board reduction and several agreements; multiple resolutions carried 4-0

The Oshkosh Common Council approved a series of ordinances and resolutions during the meeting, taking votes on code amendments, traffic speed limits, board composition, a land sale, development-agreement amendments and an energy plan.

Notable approved items (roll calls recorded in the meeting):

- Ordinance 25-531: Amend sections 2-19 and 2-20 and create chapter 2, article 7-1 of the Oshkosh Municipal Code related to creation and enforcement of rules on city properties — carried 4-0.

- Ordinance 25-532: Amend section 2-10A to remove the requirement that the annual council organizational meeting be held at noon (allowing evening scheduling) — carried 4-0.

- Ordinance 25-533: Approve speed limit change on Wetzel Avenue (County Highway E) to 30 mph from Ohio Street to the city limits — carried 4-0. Council members thanked residents for raising the issue and staff for a timely response.

- Ordinance 25-534: Amend chapter 2, section 2-238 to reduce the size of the Business Improvement District (BID) board (from 13 to 7 with two alternates as part of a transition to nonprofit operations) — carried 4-0.

- Resolution 25-535: Accept resignations and adjust terms of BID board members — carried 4-0.

- Resolution 25-536: Approve sale of Southwest Industrial Parkland to Kingsbury for $250,000 — carried 4-0. Don Wierzinski and representatives from Kingsbury addressed the council and expressed appreciation for the partnership.

- Resolution 25-537: Approve amendments to TID 43 development agreements with Mill on Main for phases 1, 2 and 3, including a requested extension of certain completion deadlines — carried 4-0. Staff said the amendments mainly extend deadlines (the package includes a roughly seven-and-a-half-month extension for phases 2 and 3) and asked council to treat future extensions cautiously.

- Resolution 25-538: Accept a comprehensive energy plan developed by the Sustainability Advisory Board; councilors and staff said the plan provides a holistic view of municipal energy consumption and potential investments including rooftop solar siting — carried 4-0.

- Resolution 25-539: (Listed in the packet and recommended for approval; clerk recorded the roll — carried 4-0.)

The council also laid over two resolutions (25-515 and 25-524) that require a supermajority (five yes votes) because the council lacked a sufficient quorum for those items.

Several passed items included brief staff presentations and little public debate; where engagement was greater (for example, the Kingsbury land sale and TID amendment), proponents and staff explained the history and rationale to councilors.
