Township updates residents on contaminated 450 Pascack Road site and swim club remediation funding

Township officials updated the council and the public on two separate environmental remediation matters: contaminated soil excavation at 450 Pascack Road and hazardous discharges at the township swim club.
Administrator Mark DeCarlo said LISCO Environmental received three quotes for excavation and removal of contaminated soil at 450 Pascack Road and was completing its review. He told the council the remedial excavation contractor recommendation was expected within a week. DeCarlo emphasized that the excavation costs are to be paid from an escrow established by the seller and not by township tax dollars; demolition of the two structures on the property will be paid with grant funds, he said.
On the township swim club site, DeCarlo said Boswell Engineering informed staff that the U.S. Environmental Protection Agency is reviewing the township’s self-implementation plan for decontamination; timing for final approval is unknown. DeCarlo added that the New Jersey Department of Environmental Protection recommended a Hazardous Discharge Site Remediation Fund (HDSRF) grant for $83,951 to reimburse the township for preliminary assessment, site investigation and remedial investigation expenses. That recommendation was under final review at the New Jersey Economic Development Authority.
DeCarlo said subsequent permits — including a Bergen County soil erosion and sediment control permit — remain to be obtained and that, if all approvals proceed on schedule, the township hoped to go out to bid for the Musquapsink Brook restabilization project and the related works “sometime in December or sooner.”
Council members asked follow-up questions about purchasing and bid preparation for demolition and excavation; DeCarlo said the township’s purchasing rules may not apply to excavation work if the cost is paid from escrow funds. The council heard a description of possible abatement approaches — removing all hazardous material as hazardous waste for off-site disposal versus on-site remediation — and was told the engineer advised full removal may be most cost effective to the township.
Council directions included that staff finalize contractor recommendation for 450 Pascack Road remediation, proceed with grant administration for swim club HDSRF funds and return with procurement steps and project timeline once permits and approvals are in hand.
