Planning Commission approves annexation and MRO zoning for William Batson Parkway property

The Springfield Municipal Regional Planning Commission voted 8-0 Thursday to annex approximately 4.94 acres along William Batson Parkway and to rezone a 0.52-acre tract fronting Highway 41 to MRO (multiple residential and office).
Planning staff presented the two linked requests as part of a single development plan for property owned by John Warner. Miss Durham, planning staff, told commissioners the site is contiguous to the city boundary, falls inside the urban growth boundary and "these requests are consistent with the growth plan, supportive of the city's goals to expand housing opportunities and provide for orderly urban growth". She said a plan of services shows the city can provide municipal services but that any extensions for water, sewer or electric would be the developer's responsibility.
The rezoning and annexation will join the newly approved acreage with a previously annexed adjacent 10.98-acre parcel that the Board of Mayor and Aldermen approved in May 2025, creating a contiguous area intended for single-family detached and attached homes. Josh Lyon, representing the applicant, answered questions about access and confirmed the narrow sliver of property that fronts Highway 41 would not be used for a driveway or access point.
Commission discussion focused on site layout and access; after a motion and second, commissioners voted in favor. Commissioners who recorded “yes” during the roll call were Riggs, Thomas, Boyd, Bibb, Schott, Baggett, Townsend and Craig. The motion passed 8-0.
The vote implements the staff recommendation to approve the annexation and both rezoning requests to MRO. Staff noted required public-works extensions will be the developer's responsibility and recommended recording of any required easements and the plan of services prior to final platting.
If development proceeds, the owner will be required to secure or construct water, sewer and electric extensions identified in the plan of services and to meet applicable subdivision regulations. The developer and staff said they would coordinate next steps with the city's engineering and utilities divisions.
