Parole denied for Virgil Duplessis; board cites lack of programming and victim opposition

The Committee on Parole denied parole to Virgil Duplessis at an Oct. 16, 2025 hearing, citing limited participation in programming (attributed to housing in a step-down mental-health dormitory), the existence of a pending post-conviction proceeding and strong victim opposition.
Duplessis told the board he believed he had been framed for the robbery that led to his imprisonment and said a post-conviction case was pending. Institutional staff and a mental-health step-down unit supervisor said Duplessis had progressed into a higher-functioning dorm and had a mainly clean disciplinary record since 2019, but also confirmed limits on his access to some educational and prerelease programming because of housing placement.
The board held an executive session to review confidential matters and returned to unanimously deny parole based on lack of programming, lack of acceptance of responsibility and the victim's opposition. Commissioners made clear Duplessis may raise the pending post-conviction proceeding in any future petition but that the record before the board did not support release at this time.
