Board members cited the nature of Pryor’s convictions and opposition from law enforcement as grounds for denial despite testimony from supporters about Pryor’s institutional conduct and mentoring activities.
Court records presented at the hearing list multiple counts and a long sentence structure; Pryor told the panel he deeply regretted his actions and described a change in character while incarcerated. A friend, Courtney Moses, described Pryor as a mentor and credited him with helping other inmates and veterans while incarcerated; Moses said he would assist Pryor with employment if released.
Warden testimony and institutional records showed Pryor had participated in classes and pre-release programming and had a positive conduct record in recent years. Still, the panel noted the severity of the underlying offenses — including crimes against a juvenile — and strong opposition from law enforcement and victim advocates.
