The Waupaca Common Council on Oct. 7 approved memoranda of understanding with three surrounding townships — Waupaca, Farmington and Dayton — formalizing per-capita contributions to city recreation programs and adopting a cost-of-living adjustment method for future years.
Parks and Recreation staff explained the parties agreed to use the prior fiscal year’s Expenditure Restraint Percentage (ERP) as the inflation factor for annual adjustments, rather than changing amounts ad hoc. Laura Colbert, parks and rec director, said staff and the townships negotiated the approach after the townships said late timing of an earlier cost-of-living increase made budgeting difficult.
Councilmember Henry Velacher moved to adopt the three MOUs at a base rate of $17.40 per resident, adjusted by the ERP; staff calculated the 2026 amount as $17.96 after applying a 3.2% ERP adjustment. Colin Dykstra seconded and the motion passed 9–0 on roll call.
Council discussion noted the city will meet annually with townships before budget season to confirm the ERP factor and participant counts. Staff said they have used a consistent demographic source to determine township population figures but will provide the data to council members on request.
