Committee approves temporary construction easement for Renee Drive drainage work

Rutherford County public works staff briefed the committee on a temporary construction easement to clear a silted drainage swale between properties at 1017 and 1101 Renee Drive in Christiana.
James Locum, Rutherford County Public Works engineer, described the 20-foot drainage easement as having a curb inlet, piped outlet and a headwall that then enters a swale which has been silted by about 1.5 feet and overgrown; Locum said residents had also dumped yard debris into the easement. "Public works would like to enter the property between the two property lines with a skid steer bush hog, Mini X, and a dump truck, and bush hog the back portion of the property line that's overgrown, clear that out, regrade the entire swell, and seed and straw our way out," he said, and estimated the work should take one day.
Commissioners asked whether the underground pipe was plugged (Locum: it was not) and whether the area would be reseeded (Locum: "Yes, sir. Absolutely."). Commissioners asked about a chain-link fence along the back of 1101; Locum said staff expected to work around it. Commissioner Peay made a motion to approve the temporary easement and the committee voted in favor by voice vote.
The approval authorizes Public Works to temporarily enter private property to perform vegetation clearing, regrading and seeding to restore the drainage facility. Staff recorded no need to replace the existing pipe and expects minimal disruption; the department will coordinate with the property owners prior to work.
