Solid waste department to report county-of-origin monthly; committee approves TDEC grant application and landfill financial-assurance update

Rutherford County'as interim solid waste director, Matt Davis, presented the department'as September operating numbers and sought committee approval for a TDEC grant application and an annual inflation adjustment to landfill financial assurance.
Davis reported the landfill processed 143.34 tons of brush (revenue $4,310), 1,772 building inspections were performed by the codes office (see separate item), and the Solid Waste Transfer Station processed 8,969.12 tons in September; after costs, Davis said, the county expects to return $133,037.99 to the county.
Commissioner Peay pressed Davis for monthly reporting of the county of origin for waste passing through the transfer station and cited Tennessee reporting requirements: "Tennessee Code Annotated 68-21-862 requires that . . . each class 1 municipal solid waste disposal facility . . . maintain an accurate written record of all amounts and county of origin of solid waste measured in tons received at the facility," Peay said. Davis replied he will add county-of-origin and tonnage to future monthly reports.
The committee approved a resolution to apply for a Tennessee Department of Environment and Conservation (TDEC) grant; Davis said the grant award would be up to $49,972.87 and the county would provide a 50% match (Davis stated the county match would be about $25,000). Commissioner Peay moved to forward the grant proposal to budget and the committee approved the motion by voice and roll-call.
Davis also brought the annual inflation adjustment required by TDEC for financial assurance at county landfills. He said the required financial-assurance amounts rose about 4% over last year and that staff has set aside the required cash. Davis reported the new amounts as $861,264.78 for the older Class 1 landfill and $1,421,572.06 for the remaining Class 3 landfill; the committee approved a motion to accept the inflation adjustment and the county'as set-aside reporting by roll call.
The committee discussed verification of out-of-county waste at the transfer station. Davis said current verification is primarily drivers' attestations and company statements; committee members asked staff to research additional verification methods and to include county-of-origin and weight in monthly reports going forward.
