Benton County to include St. Cloud Airport Authority levy details in TNT insert; county portion estimated at $123,656

County staff told the Benton County Board of Commissioners they plan to include a TNT (truth-and-taxation) insert for the property-tax mailing that will show proposed levies and other taxing districts. The packet includes a backside that lists proposed levies from cities and special districts.
County Auditor-Treasurer Christine Sherbing told commissioners Benton County's share of the new St. Cloud Airport Authority levy is $123,656. "On our median valued home, it will add roughly $5 per year," she said. Sherbing said the amount was calculated using the county's tax capacity and that amounts will vary by parcel type (residential vs. commercial).
Sherbing explained that because the county recently implemented a new tax system there was not time to program the truth-and-taxation statement to display separate special taxing-district amounts (HRA, EDA, Metro Transit, newly formed airport authority). She said the county will include a bolded box on the truth-and-taxation materials indicating that the St. Cloud Airport Authority is a new taxing district; actual tax statements will separate out the special-district amount for each parcel.
Commissioners discussed recent airport-authority activity and outreach. Some commissioners said public participation at airport-authority meetings has been low and expressed concern about the authority's taxing power; one commissioner urged a future review of the authority's structure and whether caps on taxing authority should be considered.
Sherbing and staff said the airport authority has chosen to hold a public truth-and-taxation meeting even though special taxing districts are not required by statute to provide that meeting. The airport authority planned a public meeting on its levy information; staff encouraged residents to consult the Airport Authority website for details on the meeting schedule and levy amounts.
No formal resolution was required of the county to include the TNT insert; commissioners approved the amended agenda item that added the TNT discussion to the 9:30 slot and discussed the insert during the meeting.
