The Salem City Planning Board continued consideration of a subdivision application for 15 Crosby Street (Map 8, Lot 44) to its November 6 meeting while the applicant and city engineering clarify the timing of required peer review. Attorney Scott Grover represented the owner, Michael Becker, and said prior discussions with city staff raised the possibility of deferring peer review until building permit given the small scale of the single‑family subdivision.
Becker told the board he had discussed deferring peer review with planning and engineering staff and that, because the proposal is for a single-family house and involves minimal engineering work, "it was agreeable to Deb" and staff to defer peer review until building permit if the board accepted that approach. Several board members, including Carol Hamilton and others, said they preferred to “stay the course” and have peer review completed before approval.
Chair suggested continuing to Nov. 6 so engineering could provide a memo stating its position; the board agreed and moved to continue the item. The vote to continue carried on a roll-call vote. If engineering cannot provide a written position by then, the board indicated it would allow more time for a full peer review prior to approval.
