City manager announces neighborhood meetings, master-plan RFP and commits to IHRA-aligned anti-Semitism training

City Manager Newkirk told the council the administration will host two neighborhood meetings this week and will begin work to update the city's comprehensive (master) plan, including issuing a request for proposals and budgeting funds in fiscal year 2026.
Newkirk said a joint Highland Park High School neighborhood meeting is scheduled for tomorrow at 6 p.m. at the District 113 administrative building on Park Avenue West; the meeting is open to the public and property owners within 800 feet of the high school and Walters Field received direct invitations. A second neighborhood meeting on the proposed redevelopment of the public service center and Fire Station 34 will be held Wednesday at 6 p.m. in the City Council chambers; property owners within 800 feet of those sites were also notified.
On the comprehensive plan (often called the master plan), Newkirk said staff will issue an RFP and that the FY26 budget includes funds to begin the project. She said she would share the RFP with council before it is released.
Newkirk also confirmed a council request to specify anti-Semitism training in the FY26 budget: "Council Member Littimer requested that we specify in our budget that our plan to do anti Semitism training for our employees as well as general public education, consistent with the IHRA definition that the council approved," Newkirk said. She said staff will spell that out specifically in budget documents and was available for questions; the council did not take a separate vote at this meeting on the training or the master-plan RFP.
Newkirk also noted that department budget reports on the agenda reflect high-level overviews consistent with the proposed FY26 budget and that schedule materials are on the city's website.
