Lincoln County commission approves multiple routine items, schedules public hearings and allocates emergency fire funds

Lincoln County commissioners on Oct. 21 approved a series of routine appointments, budget changes and land‑use actions, and scheduled additional hearings. Key actions included unanimous approval of rezoning file 2025‑R7 for property at 3241 Huntsville Highway, calling a Nov. 18 public hearing for file 2025‑R8 (two parcels on Winchester Highway), reappointments to county committees, several budget amendments and a special call recommendation to move $80,000 into the fire prevention line to repair emergency vehicles.
The commission unanimously approved file 2025‑R7, a request to rezone a 1.05‑acre parcel at 3241 Huntsville Highway from A‑1 Agricultural to C‑1 General Commercial. Lincoln County planner Tracy Perkins said the parcel fronts Huntsville Highway, a principal thoroughfare, and met the county’s commercial frontage criteria; the packet noted the parcel is ISO 10 and about 5.26 miles from the nearest fire station. Commissioner Sprague moved approval and Commissioner Sanders seconded; the measure passed by voice vote.
The commission also called for a public hearing and vote on file 2025‑R8, a rezoning request for two parcels (2573 and 2575 Winchester Highway, parcel numbers 111005.02 and 111005.04) owned by Bridal 64 Storage LLC. The planning commission had forwarded the request with recommendation on Oct. 1; the county set the public hearing for Nov. 18 at 5:30 p.m.
On organizational matters the commission reappointed Jason Hambrick and Kate Gillen to the audit committee (terms expiring November 2029) and reappointed several members to the budget committee, including David Sanders, Bonnie Caldwell, Ricky Bryant, Kate Gillen, Doug Cunningham, Anthony Taylor, Steve Spray and Jason Hamrick (terms expiring November 2027). The commission also reappointed Richard Wright and Eddie Hall to the 911 board (terms expiring November 2029). Each of those reappointments passed unanimously by voice vote.
Budget committee items reported and approved included a set of general‑fund amendments and school fund amendments, acceptance of donated equipment to Flintville Fire Rescue Foundation and approval of surplus property and surplus sales. The budget committee also recommended creation of a reserve account for proceeds from commissary sales of nicotine pouches for sheriff’s use; the commission approved setting up the reserve account, following a committee recommendation.
A special budget committee meeting held Oct. 21 at 4:30 p.m. considered emergency repairs to fire apparatus. Fire/EMA Director Doug Campbell and the committee reported that multiple apparatus failed inspection — two rescue vehicles and one tanker — citing rust, tank and frame issues. The budget committee voted to move $80,000 from the committed industrial community development reserve account to the fire prevention line to fund necessary repairs; the commission acted on that recommendation and approved the transfer unanimously.
Other routine business included proclamations honoring Commissioner Anthony Taylor for receiving the Ralph Puckett Award and honoring the life and service of the late Jack Towery; both proclamations were approved by voice vote. The county clerk presented a list of nominees for various boards; the commission approved the slate unanimously.
