The Rio Grande City Commission on Tuesday approved second readings of a package of code updates intended to restate and modernize multiple sections of the city code, while tabling one ordinance for further review.
The commission approved second readings of Ordinance Nos. 2025-13(a) through 2025-13(m), covering procedures of the city commission and advisory boards; the city’s administrative organization; animal welfare; building and construction; regulation of burning and fireworks; law enforcement provisions; public safety, health and peace (including abandoned property and nuisance rules); public spaces and street excavation rules; municipal taxation; records management; public information and withholding of municipal records; traffic and vehicle regulation; and subdivision regulations. The commission also approved second reading of Ordinance No. 2025-14, which repeals and replaces provisions related to the deputy city manager position, and Ordinance No. 2025-15, concerning conflict-of-interest rules for commissioners.
Mayor presided over the meeting and legal staff (Miss Garcia) explained the package would consolidate and correct existing provisions. The commission voted to table Ordinance 4(a) — the one item referenced by legal as needing a numbering/sequence fix — and to adopt the remaining ordinances in one motion.
Commissioners discussed one specific item in the package during the floor discussion: a supplier of noise and nuisance regulations contained in the public-spaces/streets item (listed in the packet as letter H). At least one commissioner raised residential complaints about vehicle noise in downtown and asked staff to work with police to assess enforcement options; legal staff confirmed the code can be supplemented and staff will follow up with the Rio Grande City Police Department.
The updated code provisions are intended to be codified as part of the 2025 code update; legal staff said the consolidated ordinance package includes severability clauses and effective dates. No roll-call tallies were read into the record in the discussion; the clerk recorded the motion as carried after commissioners voted "aye."
