- General Plan engagement plan (discussion/receive and file): Staff presented a community-engagement plan for the city’s General Plan update, including a 15-member advisory committee, workshops, pop-up outreach, and bilingual materials. The council moved to receive and file the plan (motion seconded); the item will return as staff implements the outreach schedule.
- Interim mobile-home moratorium (item X): After extended debate (see separate report), the council adopted an interim urgency ordinance limiting annual mobile-home land rent increases to the Los Angeles–area CPI plus 1% (4.2%) for 180 days; the ordinance took effect immediately following the vote.
Procedural notes
Several votes were roll-call; the AMCOL consent item passed unanimously. The interim moratorium required a supermajority for urgency approval; after an initial 3.2% measure failed to meet the required threshold, the council approved the CPI+1% (4.2%) interim measure 5–0. The council gave staff direction to return with permanent options within the moratorium period.
