The Kern County Planning Commission approved four items on its consent calendar by a recorded vote of 4–0 with one commissioner absent.

The items approved and staff recommendations were:

- Case 1 (SPA 15 map 10126 / Zone change 23Map10126): Applicant Luigi LLC by KSI Engineering. Staff recommended the commission advise the Board of Supervisors to adopt findings approving an amendment to the land-use element of the Western Rosedale specific plan (map code change RR to UER) and to enact an ordinance approving the zone change to a more restricted district on an approximately 2.5-acre parcel at the southeast corner of Renfro Road and Palm Avenue in the unincorporated Western Rosedale area.

- Case 3 (GPA #2 map 12519 / Zone change 8 map 12519 / PD plan 1 map 12519): Applicant Augustine Gaten. Staff recommended approval of a general plan amendment from map code LMR to LI, a zone change to M-1 PD (light industrial precise development plan) and approval of a precise development plan for a private contractor storage yard with a mobile home caretaker unit on an approximately 2.5-acre parcel north of Farmers Lane about 900 feet west of Wheat Patch Highway in the Bakersfield area.

- Case 4 (GPA #4 map 160): Applicant FS Jasmine LLC. Staff recommended the commission advise the Board of Supervisors to adopt findings and an override statement, adopt a mitigation monitoring and reporting plan, and approve an amendment to the circulation element of the county general plan to eliminate future road reservations within the boundaries of the approved Jasmine solar project near Old River Road and Copas Road in the unincorporated Metler area.

- Case 5 (CUP #79 map142): Applicant Mark Littrell by Keith Littrell. Staff recommended approval of a conditional use permit to allow a small-volume transfer station to operate as an addition to a legal nonconforming agricultural trucking operation on an approximately 7.02-acre parcel at 12856 Old River Road in the Bakersfield area. The commission’s action on this case is final but subject to appeal to the Board of Supervisors; staff reviewed the appeal filing address, forms and $562 fee.

Why it matters: The approved items include land-use and zoning changes the commission is forwarding to the Board of Supervisors (for some items) and a conditional use permit that is final unless appealed. One item (Case 4) amends circulation-element policy for a large solar project, and Case 5 formalizes a small transfer-station use to an existing nonconforming trucking operation.

Votes and appeals: The consent calendar was approved 4–0 with one commissioner absent. For final actions of the commission that are appealable, staff noted an appeal must be filed within 14 days at the Kern County Planning and Natural Resources Department at 2700 M Street, Suite 100 in Bakersfield with a $562 filing fee.
