Recommendation and reasons: A board member recommended an ad hoc committee be created to work with stakeholders to determine salvage priorities, coordinate timelines with remediation/demolition contractors, and resolve policy questions about disposition of district-owned property. One committee member noted the policy currently prevents board members or employees from purchasing obsolete district property and asked the group to consider whether to waive or adjust that restriction for QE-related items.
Timing and costs: Staff emphasized a narrow window: remediation and remediation contractors want to start shortly after the building is emptied, and some salvage operations must occur before asbestos abatement and demolition. Facilities staff noted removal costs will exist and suggested auction platforms and reserve pricing as one option; the committee discussed using MunisBid or a similar auction site to post reserve prices that cover removal costs. "We really want to start the remediation of that building the day after it's emptied," staff said, underscoring the timeline pressure.
Next steps: Committee members agreed to recommend that the full board authorize formation of an ad hoc committee with a short deadline (suggested two months) to make salvage and disposal recommendations and to coordinate with the superintendent and legal counsel.
