San Luis council restores December holiday light parade, approves $16,000 transfer from contingency

Parks and Recreation Director Angelica Roldan told the council the department estimates $12,000 for event planning and $4,000 for overtime. Acting City Manager Jenny Torres said staff have discussed coordination with the school district and are considering Dec. 4 or Dec. 11 for the event.
Supporters said the parade brings the community together, highlighting participation by schools, businesses and local organizations. Council member Esteban Rosales described outreach to Superintendent Esparza and school administrators who agreed to participate. Vice Mayor Daniel Saer de la Hoya and multiple council members stressed the parade’s value to families and children.
Opponents expressed concerns about consistency with the budget process. Council member Maria Cecilia Cruz, who voted against the motion, said items were removed from the budget to save money and warned that repeatedly restoring cuts weakens fiscal discipline. Several speakers also noted that staging the event on short notice would place extra stress on staff already short‑handed.
The motion approved authorizes a $16,000 budget transfer from the council contingency to the parks budget and directs staff to proceed with planning. The roll call was: Luis Cabrera — Aye; Maria Cecilia Cruz — Nay; Vice Mayor Daniel Saer de la Hoya — Aye; Esteban Rosales — Aye; Lizette Cervin — Aye; Javier Vargas — Aye; Mary Nieves Raydel — Aye. Motion carried 6 to 1.
Staff will follow up with the council if planning requires additional budget adjustments or if the department determines the event cannot be staged on the proposed dates.
