Mayor Mary Nieves Raydel supported bringing the event back and said council members and department heads had made sacrifices during earlier budget cuts. "There’s monies in our budget. It's not our money. It's the city's money," she said during remarks introducing the item.

Council member Maria Cecilia Cruz, who voted against the motion, said she supported employees but objected to the way the mayor added council salary and travel line items to the agenda and described the move as politically motivated. Council member Lizette Cervin explained before casting her dissenting vote that she backed employees but worried the mayor had put HR in a difficult position and framed the agenda item as a political response.
The motion approved by the council instructs Human Resources to study the feasibility of staging the employee recognition event and to determine whether savings or one‑time funds could be used, including the possibility of coupling it with one‑time pay adjustments. The motion also gave staff leeway to decide whether to proceed with actual contracting if quotes and availability permitted.
The roll call on the motion was recorded as: Luis Cabrera — Aye; Maria Cecilia Cruz — Nay; Vice Mayor Daniel Saer de la Hoya — Aye; Esteban Rosales — Aye; Lizette Cervin — Nay; Javier Vargas — Aye; Mary Nieves Raydel — Aye. The motion carried 5 to 2.
Council did not set a firm event date; staff will return with feasibility findings and cost details before any contracts are executed.
