Morgan Township trustees voted on Oct. 1 to forward Resolution MTZ-2025-06, a package of proposed zoning-text amendments, to the Butler County Planning Commission for review.
The resolution, read during the meeting, would revise multiple sections of the township zoning code including: the purpose statement for the A-1 Agricultural District (clarifying minimum lot sizes and preserving agricultural and very low-density residential character); rules for above-ground and in-ground swimming pools and associated fences and lighting; and a penalties section that would allow civil fines for zoning-code violations. The resolution text as read cites enforcement under the Ohio Revised Code.
Why it matters: the changes would alter standards that affect property development and safety features (pools and fencing) across the township and would trigger county-level review before any local adoption.
Trustees opened the item as a second reading and read the amendment language aloud. The board then voted on a motion to send the recommendation to the Butler County Planning Commission. On a roll-call vote recorded during the meeting the trustees present voted to transmit the recommendation for county review. The meeting record shows affirmative roll-call responses from trustees present, and the clerk then circulated a signature page for the document.
The resolution text that was read includes language referencing enforcement under the Ohio Revised Code and establishes a civil fine “of not more than $500 for each offense” for zoning-code violations; it also directs that the recommendation be certified to the Butler County Planning Commission. The motion to forward the recommendation was seconded and carried by roll call.
Next steps: sending the document to the Butler County Planning Commission begins the formal county review; the transcript does not record a county decision or an effective date for any changes. The trustees indicated the item would continue through the normal review process and return to the township for further action after county review.
