Morgan County Schools reports progress, delays on multiple construction projects; some finals moved to November

Mister Elliott, district facilities staff, told the Morgan County Schools board that multiple construction and renovation projects across the district remain active, with several final inspections moved into November.
Elliott said the district is tracking work at Franklin Junior High, Danville High School (including the football stadium), Brewer High School (baseball and softball facilities), and multiple other sites. "We still have a pile of projects to be done. Hopefully, by next month, we can be narrowed it down to maybe 2," he said.
District staff said some projects are waiting on state inspections. At one site, ceiling tiles and above-ceiling inspections remain outstanding; Elliott said crews will install ceiling tiles after box sealing and do a final cleaning before the state sign-off. He also described temporary electrical panels installed to pass inspections and said replacement panels were expected the following week. "The new panels are supposed to be coming in next week," Elliott said.
Elliott reported specific delays and budget notes. At one project the district is holding more than $1 million in retainage while punch-list items are completed. At another, work on concrete steps and walkway ramps was corrected; Elliott said those items took several weeks to resolve. He estimated one project will finish about $300,000 under budget and that the Danville High bleachers/press-box/ADA lift project is roughly $50,000 under budget, pending final inspections and installation of a wheelchair lift frame.
Brewer High School has been granted approximately 28 additional calendar days because the contractor undertook unanticipated water- and gas-line relocations and lost days to weather; Elliott said the current contract completion date is June 5, 2026. Work on Brewer’s baseball and softball complexes is in progress, with the district aiming to complete the baseball/softball plaza area by the end of December or Jan. 1 for some components.
Elliott said some field-phase work (field grading and turf-related activity) is proceeding while interior concession-stand plumbing remains to be installed; he said the field contractor’s work is independent of the interior work and should not delay game-day readiness.
No formal board actions or votes were taken during the facilities update. Board members asked clarifying questions; Elliott answered on schedules, retainage and remaining punch-list work and repeatedly noted that state inspection availability was a key gating factor for several finals.
The facilities report closed with Elliott saying the district expects remaining final inspections in early November for projects where the state Division of Construction Management was fully booked in October.
