Staff reports progress on Winchester Boulevard roundabout, Green Gate Boulevard, wastewater headworks and other projects

City construction services director reported active excavation at the Water Reclamation Headworks, roundabout pavement largely complete (surface asphalt pending), Green Gate Boulevard paving nearly complete, East Waterloo storm sewer project scheduled to start Dec. 1, and timeline for McGill Park Phase 2B bid award and anticipated start.
Bill Sims, the city's construction services director, reported Oct. 20 on multiple public-works projects:
- Water Reclamation Headworks: Contractor actively excavating for the new headworks building; plant remains operational on temporary hookups and utilities have been relocated. Sims said work is progressing on schedule.
- Winchester Boulevard improvements and roundabout: Pavement is complete except for final surface asphalt, which will be installed near the end of construction. Sims described a traffic pattern change next week that will remove the traffic signal at the Prentiss School drive entrance and convert that driveway to right-in/right-out only, with all through traffic routed via the roundabout. Staff will notify affected businesses and update traffic exhibits online.
- Green Gate Boulevard: Road base and path paving are largely complete; curb, sidewalk placement and topsoil work were finishing. Street lighting and final surface asphalt are scheduled later (Sims said poles may not be available until late winter/spring) and the city is deciding whether to open the road before lighting is in place.
- East Waterloo Street storm sewer: The project was awarded to Dan Burt, Inc.; pre-construction meeting has occurred and work is expected to start around Dec. 1 with a holiday pause to limit disruption. Sims said the contractor anticipates roughly eight days of work in Waterloo before a break over the holidays.
- McGill Park Phase 2B: Bids opened and the low bidder was Tucson Incorporated; staff will seek council authorization that night and expects roughly 30 days after award to prepare contracts, with the earliest on-site earthwork starting in December if materials and contracting allow.
- Private development: Culver's pre-construction meeting completed; start date pending final reduction order and grading permit. The Green Gates/Kroger development schedule is being coordinated with developers.
Sims said crews try to avoid work during major events (for example, avoiding construction during the city's holiday events) and will continue to provide updates to affected businesses and the public as traffic patterns change.
