Council adopts cybersecurity program, awards McGill Park Phase 2B contract, approves budget amendment and surplus disposal

Canal Winchester City Council voted unanimously Oct. 20 to adopt a citywide cybersecurity program, award the McGill Park Phase 2B construction contract to Tucson Incorporated, approve an amendment to the 2025 appropriations to cover two lead-time purchases, and authorize the disposal of five pieces of surplus city equipment.
The council approved a resolution adopting a cybersecurity program and designating a responsible official after staff said the measure implements cybersecurity requirements included in the state budget (House Bill 96). City staff presented the resolution and councilmember votes were recorded as all present voting yes.
Council also approved emergency legislation authorizing the mayor to execute a contract with Tucson Incorporated for McGill Park Phase 2B. Staff said Tucson submitted the low bid at just under $3.3 million and previously performed Phase 1. The ordinance was passed under the city's emergency provision to keep the construction schedule on track.
On the financial side, council adopted an amendment to the 2025 appropriation ordinance to fund two purchases with long lead times: a replacement server/storage unit and a fleet vehicle. Staff said the server warranty expires in March and the vehicle procurement is timed to minimize fleet gaps; council voted to waive additional readings so purchase steps can proceed.
Separately, the council approved a resolution authorizing disposal of five surplus vehicles and pieces of equipment, including an out-of-service street sweeper and an aging message board. Staff said disposal options include trade-in, auction, or scrapping depending on condition and marketability.
Council members made motions and roll calls for each item; recorded votes in the public record show unanimous approval for the items listed above.
The council indicated the appropriation amendment was time-sensitive because of equipment lead times; the McGill Park contract was declared an emergency for timing of the construction schedule. Staff said Tucson would likely begin work on initial earthwork in roughly 30 days after contract execution, with the earliest site activity in December if contracting steps proceed on schedule.
