Committee moves to defer proposed Rule 12 change on proclamations for further discussion

The committee discussed a proposed amendment to the council’s Rules of Procedure (Rule 12) that would change how nonbinding resolutions, proclamations and presentations are handled. Sponsors said the change is intended to streamline meeting time and better define the difference between proclamations and nonbinding resolutions. One sponsor described the change as a way to reduce the time spent in chamber on ceremonial items so more meeting time is available for substantive issues.

Several members expressed reservations. One member said the change could reduce public visibility for communities — including immigrant and smaller constituency groups — that often use resolutions for recognition or to highlight community concerns. The member noted a recent resolution gave immigrant community groups a public platform and allowed a councilmember to address the chamber in Haitian Creole; she said those moments are important for visibility and public inclusion.

The committee also discussed mechanics: under the proposed rule language, members would be limited to a small number of in‑chamber presentation slots per year as the primary sponsor; proclamations would remain available and could be presented off‑chamber or at events. Council staff advised that Rule 53 requires rule amendments be deferred for at least one meeting to allow full discussion.

Committee members moved and passed a one‑meeting deferral with re‑referral back to the Rules Committee so sponsors and members could continue discussion. The rule amendment will return to the committee at the next rules meeting before being placed on the full council calendar.

Next steps: sponsors will have an opportunity during the deferral period to address concerns raised by members and to provide clarifying language. The item will return to the Rules Committee for further debate in accordance with Rule 53.
