Committee confirms reappointments and new appointment to Charter Revision Commission; procurement board appointment also approved

The Rules, Confirmations & Public Elections committee on Tuesday interviewed nominees and recommended several appointments to the Charter Revision Commission and confirmed a Procurement Standards Board appointee.

The committee voted to recommend reappointments of Hal Harden, Susan Short Jones, Jim Murphy and Joy M. Sims for terms expiring Sept. 4, 2029. Each nominee briefly described their background and service; Harden and Murphy noted prior service on the commission and experience with charter-related legal issues. Votes on those reappointments were recorded on the committee record as unanimous where noted (roll call or voice votes as indicated during the interviews).

Tom Lee, a new nominee for the Charter Revision Commission, addressed the committee about the importance of the charter in governing the city and said he viewed the commission’s role as helping ensure the charter remains transparent and adaptable as state and federal relationships change. Councilmembers who spoke in support cited his professional background and recommendations from local networks. The committee moved his nomination forward and recorded approval by voice vote.

Separately, the committee confirmed Shannon Raybon to the Procurement Standards Board for a term expiring July 20, 2028. The committee noted a previous interview had been held and voted 5‑0 in favor of the appointment.

Next steps: the committee’s recommendations will be placed on the full council agenda for final confirmation votes. The committee chair reminded nominees that the full council votes on confirmations will occur at a later meeting and invited nominees and members of the public to attend.
