Freeport — The City Council took several administrative actions Monday night, approving a new city operations superintendent position, ratifying a union contract, and passing routine resolutions for emergency repairs, software renewal and state project final reports.
Ordinance 2025-57 (second reading) creating the position of operations superintendent — a hands-on field leader to oversee streets and utility field crews and broader public-works operations — passed on second reading by a roll call vote of 6–2. Manager Boyer and staff said the role differs from the contracted public-works director and focuses on daily field leadership.
Council ratified a tentative collective-bargaining agreement with AFSCME Local 3367 (Council 31) covering 2025–2028; the resolution passed with seven ayes and one abstention recorded. Manager Boyer told council the agreement was reached and staff recommended ratification.
The council also approved payment of $19,540 to Fisher Excavating for emergency storm-sewer repairs at Greenfield and Santa Fe after staff confirmed Fisher had not previously been invoiced for concrete restoration work tied to the emergency contract; the resolution passed 7–1. Director Siegel told council staff confirmed the work met city standards and that Fisher waived typical contract markups in this invoicing.
Other approvals included an annual software renewal with Ferguson Waterworks for Neptune 360 AMI utility software for $37,138.58 (budgeted in the FY25 water and sewer budget), which passed 8–0, and adoption of the Illinois Department of Transportation final report of expenditure for the Sullivan/Greenfield/Navajo MFT project 23-001 (resolution adopted 7–1).
