The Moraga Town Planning Commission on Oct. 21, 2025 approved amendments to the Reem Valley Shopping Center master sign program to update building elevations for a new Grocery Outlet and a neighboring in-line tenant space and to clarify several sign standards. Commissioners added a condition requiring that all illuminated signage be dark-sky compliant to the satisfaction of the Planning Department.
Assistant planner Cassius Kernding told commissioners the package did not propose any new sign locations or a greater total number of signs; the amendments update elevations for two approved tenant buildings and make editorial and format changes to the master sign program. Kernding said the sign rules in the program already allow internal illumination for some sign types and noted that the amendment mostly updates the sign program cover and certain monument/project-identification placements.
Members of the public and commissioners asked whether the amendments would increase the number of illuminated signs and whether blade signs (hanging signs under an awning) could be internally illuminated. Kernding and an applicant representative said blade signs were included in the original sign program and that the existing program allowed blade and under-canopy signs to be either illuminated or non-illuminated; the original language required illuminated blade signs use an external light source. The applicant (representing the property owner) told the commission the owner would accept a dark-sky-compliant condition: “I think so. Yep. Yep. That’s fine with us.”
Staff and multiple commissioners also noted the existing master sign program includes a curfew: tenant signs are to be turned off by 10 p.m. The added dark-sky condition will generally be enforced at the building-permit or sign-permit stage, when applicants supply product cut sheets and fixture information for staff review.
The motion to approve the Reem Valley master sign-program amendment with the dark-sky condition carried on a voice vote; the meeting transcript records commissioners voting in favor with no recorded no votes for this item. The commission’s action is appealable to the Town Council within 10 days.
