Graham County supervisors approve routine deeds, health IGAs, special-event liquor permit and audit engagement

SAFFORD, Ariz. — The Graham County Board of Supervisors voted on a series of routine but budget- and operations-related measures during its Oct. 20 meeting, approving property and right-of-way transactions, health department contract amendments, a special-event liquor license and the county’s annual audit engagement.
The board unanimously approved each motion by voice vote; no roll-call tallies were recorded in the public meeting minutes.
The actions approved included: an over-the-counter tax-deed sale for Parcel 10626212 to Steven Kamard; acceptance of a quitclaim deed for right of way on Central Road from Brent Payne; Amendment 1 to Senate Bill 1847 (a $12,000 increase for fiscal years 2026–27, funded through marijuana tax revenues); Intergovernmental Agreement Amendment No. 2 for the Women, Infants and Children (WIC) program (described in the meeting packet as updates to the scope of work and price sheet and characterized in discussion as a “major component” of the department’s budget at about "over $200,000"); a special-event liquor license for FMI’s employee appreciation picnic at the Graham County Fairgrounds on Nov. 8, 2025, from 11 a.m. to 4 p.m.; and the county’s 2024–25 audit engagement letter with Fester & Chapman, P.L.L.C.

Eric Engel of the engineering department presented the quitclaim deed for Central Road, saying, “This is approval to accept a quitclaim deed for right of way on Central Road from Brent Payne.” Steve McGoey of planning and zoning presented the special-event liquor license application for FMI’s Nov. 8 picnic and confirmed the vendor area would be fenced and staffed for security and underage-drinking prevention.
Julie Rodriguez, the county chief financial officer, presented the audit engagement letter and described the document as a routine annual form that clarifies auditor and county responsibilities; the board approved the letter.
