San Juan approves MOU with Military Highway Water Supply Corp. for temporary potable water interconnect

The City Commission authorized the city manager to enter a memorandum of understanding (MOU) with Military Highway Water Supply Corporation to permit a temporary, metered potable-water interconnect serving areas near South Stuart Road.
Omar Rodriguez, representing Military Highway Water Supply Corporation, told the commission the interconnect would provide resiliency and emergency capacity between the two systems for events such as major fires, freezes or other outages. Engineer Alfonso Quintanilla described the interconnect as a vault in the ground containing piping and metering equipment. Rodriguez said the interconnect would serve as a temporary connection until the planned 12-inch water main is completed.
Rodriguez and Quintanilla estimated the likely construction cost for the interconnect structure to range between $50,000 and $100,000, and they said the project would be bid to obtain competitive pricing. City staff emphasized the MOU establishes the operational, maintenance and interconnection guidelines; they also stressed the city was not committing funds by approving the MOU and that any cost, design and contract work would be brought back for further approvals.
Commissioners voted to approve the MOU by voice vote; commissioners said "aye" and the motion carried. Staff will return with project cost estimates, design documents and any recommended contract actions once bids and engineering are available.
